Snorkland gets ready for a big Steam Festival, which is voluntarily called off due to a steam shortage. There is a reward for 5000 pearls for anyone who can go to the Source and try to restore the town's steam. Tooter is charged with defacing property, but when the trial begins, Tooter is nowhere to be found. The Snorks find Tooter by using Professor Galleo's secret weapon, the Silver Fish. While the Snorks find Tooter, someone else is scribbling red mustaches on the Governor's painting. The Snorks find Tooter being chased by a giant crab and almost gets caught in a bad sea current.
